December 30, 2008 URGENT ACTION REQUIRED from MPNA Members for Coastal Commission hearing January 7, 2009. MPNA takes action against T Mobile installing illegal telephone poles in Marina Peninsula.

T-Mobile did not have a permit from the Coastal Commission to install this pole
· T-Mobile did not have a permit from the City of Los Angeles.
MPNA filed a complaint with the Coastal Commission Regional Office and the City requesting that T-Mobile remove the pole until they get the necessary permits.
Instead of disciplining this illegal behavior, the Coastal Commission Staff is now allowing T-Mobile to file for a retroactive permit, with not so much as a slap on the wrist. The Regional Coastal Commission Staff has the temerity to recommend APPROVAL on their application.
MPNA strongly opposes approval of this application and wants regulatory agencies to uphold the Coastal Act and local code. Giving breaks and extending special treatment to private Corporations that HOMEOWNERS WOULD NEVER RECEIVE is irrational and unfair. We must INSIST that laws and codes are applied consistently.
This pole is directly adjacent to the Grand Canal, an Environmentally Sensitive Habit Area (“ESHA”) with a large bird population and heavy bird migration, including endangered species such as the Least Tern. The new tower and antennae is not only a danger to the birds, but is also unsightly and impacts views of the Canal by residents. Finally, T-Mobile has plenty of alternatives for its antenna location, including various tall buildings surrounding the Marina Peninsula. This is just THE CHEAPEST SOLUTION FOR T-MOBILE … they could care less about the impact on residents here. Moreover, we are trying to REMOVE unsightly utility poles… not add more of them!

2008 has been a busy year for MPNA, achieving positive results for our community
Quick Report:
We initiated the Grand Canal restoration project and serve on the Advisory Board. The first phase of the project is underway, and we secured commitments from the City to protect nearby empty lots as permanent open spaces. The Eruv, the plan to run a wire and poles down our beach, we stopped through legal and political action.
We caught T-Mobile installing an illegal telephone pole and are cooperating with legal action to remove it.
We have secured commitments from the Council office to begin repaving our streets.
We also coordinated a community security service to patrol the Peninsula.
SECURITY PATROLS BEGIN ON PENINSULA
Security Service Systems began their patrol of the peninsula today with a bicycle and also a black sedan with the security company logo
on it. Any deterrent to crime would benefit the entire area. We need 157 subscribers for an 8-hour patrol seven days a week.

If you are interested in seeing a private security company patrol the peninsula like our neighbors on the Silver Strand and the Grand Canals please review this form and send your quarterly payment to Security Service Systems. They have an excellent track record in this area, and MPNA spoke to other subscribers who confirmed that having the service is a good deterrent to preventing crime or property damage.

We would like to thank our speakers
which included LAPD Senior Lead Officer Robin Richards, Security Service Systems President George Aceves, Nancy Marino from WEAREMDR, and Arturo Pena from the Council District 11 office. George Aceves
has agreed to a huge discount for condominium HOAs with 4 units or more. This means that the entire building will have the service, and it can be paid from your HOA dues. Condos with 4 units or more will pay $10/month/unit. So for example, in a building with 10 units, it would only cost $100 per month, paid quarterly ($300).
Arturo Pena took questions from the residents regarding a variety of issues. Then we had the security presentation, a status of the Canal Restoration project, and then Nancy Marino gave a comprehensive update regarding County projects at various parcels in the Marina proper. We finished
with a question and answer session for members and attendees.

COASTAL COMMISSION HEARING VICTORY!
Here are three excellent links that describe the issues and the way the commissioners took up the cause of residents in their dealings with the County and Beaches and Harbors. MPNA attended the meeting and also contributed to a reception the following evening

QUIMBY FUNDS
MPNA has made a breakthrough on keeping the empty lots in the Marina Peninsula as possible recreation areas for Marina Peninsula residents. MPNA has been querying the 11th Council District office, and the L.A. City Controller's office for almost a year regarding the "Quimby" funds (which begun in 1975 for parks and recreation areas), with absolutely no response til now.
It took a recent L.A. Times article to bring the subject to light, and the fact that there is almost $12 million which has not been used in the CD11 district alone. Read about it here, and send us your feedback about possible sites for park-like improvements. We have several sites on the peninsula that we feel could be greatly improved with very little money.

STREET REPAIRS
After months of trying to get an answer for the street repair schedule, board member Mark Winter has been informed by the city that street repairs will begin on Strongs Drive beginning this fall.

LEAST TERN RESERVE
The least terns have experienced record numbers of fledglings over the past two years, due in no small part to the work of the L.A. Audubon Society volunteers. The presence and health of the birds in our area are a direct reflection of the state of our environment.

CANAL IMPROVEMENTS BEGIN THIS SUMMER
Mark Winter tells us the following regarding canal improvements from Washington Blvd. to Hurricane St.: "We've completed a review of the 50% stage of the
design study by Psomas, the environmental and engineering consultant hired by the City. MPNA is a member of the Advisory committee that oversees this project. The result of the
study thus far is very positive and the next step will be a broad-based meeting with the community overall to present the plans".
GRAFFITI WALL RESTRICTIONS
Permits are now required to paint on the Venice grafitti wall, as of June 3rd 2008 and only on weekends. Hopefully, we will see a decrease in collateral
tagging all over Venice. Report any grafitti immediately. If your building have been tagged recently, please contact info@marinapeninsula.org Please take pictures of any graffiti and erase it immediately. E-mail us and we will forward the ".jpg" files to
LAPD. Excessive damage from graffiti constitutes a felony.
